Notice To All Municipal Account Holders: Implementation Of Credit Control Measures From 01 July 2026

The Municipality wishes to inform all residents, businesses, and account holders that a debt write-off period is currently available to assist consumers with regulating their municipal accounts. Consumers are strongly encouraged to make use of this opportunity by settling outstanding amounts or entering a payment arrangement before 01 July 2026.

IMPORTANT NOTICE

Consumers who fail to take advantage of the current write-off period and do not enter payment arrangements before 01 July 2026 may be subject to auxiliary deductions, service disconnections, blocked electricity vending, meter conversions, and other credit control measures in accordance with the Municipality’s Credit Control and Debt Collection Policy.

The Municipality remains committed to ensuring fair and equitable credit control while protecting its ability to provide sustainable and reliable services to all residents. The implementation of these measures is necessary to improve revenue collection and reduce outstanding municipal debt.

As part of this commitment, the Municipality will implement a revised Credit Control Process with effect from 01 July 2026, consisting of the following phases:

  • Phase 1: Debt Collection and Payment Arrangements
  • Phase 2: Auxiliary Credit Control Measures
  • Phase 3: Disconnection and Blocking of Services

Residents are encouraged to act immediately to avoid enforcement action and any additional costs associated with the recovery of outstanding debt.

Phase 1: Debt Collection and Payment Arrangements

Consumers with outstanding municipal debt are encouraged to make use of the current write-off period and enter into a formal payment arrangement with the Municipality before 01 July 2026.

As the first phase of the Credit Control Process, consumers will be afforded an opportunity to enter into a payment arrangement for the settlement of any outstanding debt. It remains the responsibility of the consumer to ensure that all instalments are paid on time and in full and that current municipal charges are kept up to date.

Where no payment arrangement is concluded, the Municipality will proceed with the applicable credit control measures as set out in its Credit Control and Debt Collection Policy.

Consumers who have already entered into a payment arrangement and subsequently default on the agreement will not be eligible to enter into a new payment arrangement. In such instances, the Municipality will immediately proceed with the next phases of the Credit Control Process.

Phase 2: Auxiliary Credit Control Measures

Where a payment arrangement falls into arrears for a period exceeding 30 days, or where a consumer fails to enter into a payment arrangement, Auxiliary Credit Control Measures will be implemented.

Once Auxiliary Credit Control Measures have been activated due to a defaulted arrangement, these measures will remain in place and will not be removed until the full arrears amount has been settled, and the account is brought up to date.

Under the Auxiliary System, a percentage of every electricity purchase will automatically be allocated towards the settlement of outstanding debt as follows:

This means that when electricity is purchased, the applicable percentage will automatically be used to reduce the outstanding debt, with only the remaining percentage being credited towards electricity consumption.

 

Phase 3: Disconnection and Blocking of Services

Conventional Metered Consumers

Municipal services will be disconnected at premises equipped with conventional water and/or electricity meters where accounts remain unpaid and are in arrears for more than 30 days.

Any disconnection and reconnection fees charged by the Municipality or appointed service provider shall be for the account of the consumer and must be paid before services are restored.

Consumers with conventional meters who appear on the municipal disconnection list for a second time, or whose accounts remain in arrears for more than 60 days, will have their conventional meters replaced with prepaid meters at the Municipality’s discretion and in accordance with applicable policies and legislation.

Prepaid Metered Consumers

Prepaid consumers with outstanding municipal debt will remain subject to Auxiliary Credit Control Measures.

Where the amount recovered through the Auxiliary deduction is less than the consumer’s current monthly municipal account, the Municipality may block the consumer from purchasing electricity tokens.

To restore vending access, the consumer will be required to pay the minimum amount prescribed in the Municipality’s Credit Control and Debt Collection Policy and comply with any other requirements determined by the Municipality.

Following reconnection or unblocking, the Auxiliary Credit Control Measures will remain active on the account and a portion of all future electricity purchases will continue to be allocated towards the outstanding debt until the arrears amount has been paid in full and the account is brought up to date.

Call to Action

Residents are urged to act now and avoid the inconvenience, additional costs and enforcement measures associated with overdue municipal accounts.

The current debt write-off period provides consumers with an opportunity to settle outstanding debt, make payment arrangements and bring municipal accounts up to date before the implementation of the revised Credit Control Process on 01 July 2026.

Consumers requiring assistance or wishing to enter into a payment arrangement are requested to contact or visit the Municipal Revenue Office before 30 June 2026.

The Municipality appreciates the cooperation of all residents in ensuring that municipal services remain financially sustainable and available to all communities.

 

KENNISGEWING AAN ALLE MUNISIPALE REKENINGHOUERS: IMPLEMENTERING VAN KREDIETBEHEERMAATREËLS VANAF 01 JULIE 2026

 

Die Munisipaliteit wil alle inwoners, besighede en rekeninghouers in kennis stel dat daar tans ‘n skuldafskrywingsperiode beskikbaar is om verbruikers te help om hul munisipale rekeninge op datum te bring. Verbruikers word sterk aangemoedig om van hierdie geleentheid gebruik te maak deur uitstaande skuld te vereffen of betalingsreëlings te tref voor 01 Julie 2026.

BELANGRIKE KENNISGEWING

Verbruikers wat nie van die huidige skuldafskrywingsperiode gebruik maak en nie voor 01 Julie 2026 betalingsreëlings tref nie, sal onderhewig wees aan kredietbeheer proses-aftrekkings, afsluiting van dienste, blokkering van elektrisiteitsaankope, omskakeling van meters en ander kredietbeheermaatreëls ingevolge die Munisipaliteit se Kredietbeheer- en Skuldinvorderingsbeleid.

Die Munisipaliteit bly verbind tot billike en regverdige kredietbeheer terwyl die volhoubare en betroubare lewering van dienste aan alle inwoners beskerm word. Die implementering van hierdie maatreëls is noodsaaklik om inkomste-invordering te verbeter en uitstaande munisipale skuld te verminder.

Die hersiene Kredietbeheerproses sal vanaf 01 Julie 2026 geïmplementeer word en bestaan uit die volgende fases:

  • Fase 1: Betalingsreëlings
  • Fase 2: Koopkrag aftrekking (Auxiliary)
  • Fase 3: Afsluiting en Blokkering van Dienste

Fase 1: Skuldinvordering en Betalingsreëlings

Verbruikers met uitstaande munisipale skuld word aangemoedig om van die huidige skuldafskrywingsperiode gebruik te maak en voor 01 Julie 2026 ‘n formele betalingsreëling met die Munisipaliteit aan te gaan.

As die eerste fase van die Kredietbeheerproses sal verbruikers die geleentheid gebied word om ‘n betalingsreëling vir die vereffening van uitstaande skuld te tref. Dit bly die verantwoordelikheid van die verbruiker om te verseker dat alle paaiemente betyds en ten volle betaal word en dat lopende munisipale heffings op datum gehou word.

Waar geen betalingsreëling aangegaan word nie, sal die Munisipaliteit voortgaan met die toepaslike kredietbeheermaatreëls soos uiteengesit in die Kredietbeheer- en Skuldinvorderingsbeleid.

Verbruikers wat reeds ‘n betalingsreëling aangegaan het en daarna in gebreke bly, sal nie kwalifiseer vir ‘n nuwe betalingsreëling nie. In sodanige gevalle sal die Munisipaliteit onmiddellik voortgaan met die volgende fases van die Kredietbeheerproses.

Fase 2: Koopkrag aftrekking

Waar ‘n betalingsreëling meer as 30 dae agterstallig raak, of waar ‘n verbruiker versuim om ‘n betalingsreëling aan te gaan, sal koopkrag aftrekkings geïmplementeer word.

Sodra kredietbeheermaatreëls geaktiveer is as gevolg van ‘n wanbetaling van ‘n betalingsreëling, sal hierdie maatreëls van krag bly totdat die volle agterstallige bedrag vereffen is en die rekening op datum gebring is.

Onder die Auxiliary sal ‘n persentasie van elke elektrisiteitsaankoop outomaties aangewend word om uitstaande skuld te verminder soos volg:

Fase 3: Afsluiting en Blokkering van Dienste

Verbruikers met Konvensionele Meters

Munisipale dienste sal by persele met konvensionele water- en/of elektrisiteitsmeters afgesluit word waar rekeninge langer as 30 dae agterstallig is.

Enige afsluitings- en heraansluitingsfooie wat deur die Munisipaliteit gehef word, sal vir die rekening van die verbruiker wees en moet betaal word voordat dienste herstel word.

Verbruikers met konvensionele meters wat vir ‘n tweede keer op die afsluitingslys verskyn, of wie se rekeninge langer as 60 dae agterstallig is,

sal na voorafbetaalde meters omgeskakel word volgens die Munisipaliteit se beleid en toepaslike wetgewing.

Verbruikers met Voorafbetaalde Meters

Voorafbetaalde verbruikers met uitstaande skuld sal onderhewig bly aan auxiliary.

Waar die bedrag wat deur die auxiliary verhaal word minder is as die verbruiker se huidige maandelikse rekening, kan die Munisipaliteit die aankoop van elektrisiteit blokkeer.

Om toegang tot elektrisiteitsaankope te herstel, sal die verbruiker die minimum bedrag soos voorgeskryf in die Kredietbeheer- en Skuldinvorderingsbeleid moet betaal.

Na heraansluiting sal die Auxiliary van krag bly totdat die agterstallige bedrag ten volle vereffen is.

Oproep tot Aksie

Inwoners word aangemoedig om nou op te tree om die ongerief, addisionele koste en afdwingingsmaatreëls wat met agterstallige munisipale rekeninge gepaardgaan, te vermy.

Verbruikers wat hulp benodig of betalingsreëlings wil tref, word versoek om die Munisipale Inkomstekantoor voor 30 Junie 2026 te kontak of te besoek.
